• Spearheaded the branch effort to address challenges in health care fraud enforcement related to the use of Artificial Intelligence (AI) tools both in the practice of medicine and the use of automated billing systems.
• Directly supervised five attorneys in the administrative investigation and prosecution of health care, grant, and contract fraud cases under the civil monetary penalties and exclusion statutes.
• Oversaw the drafting and publication of the OIG’s Information Blocking rule that was published in June of 2023.
• Advised senior leaders before, during, and after coordination with other departmental divisions to ensure that the OIG Information Blocking regulations fit into the overall regulatory scheme.
• Briefed the Counsel to the Inspector General and Inspector General on emerging legal issues related to AI.
• Drafted the policy for responsible use of AI tools for the Office of Counsel to the Inspector General.
• Counseled the Inspector General and all OIG staff on the significance and effect of the landmark administrative law cases that came out of the Supreme Court’s 2023-24 term.
• Trained the branch attorneys in the basics of generative AI and the legal and ethical issues surrounding the use of generative AI by attorneys.

• Resolved violations of environmental regulations and laws by investigating the allegations and defending the Agency’s actions or negotiating an appropriate settlement.
• Advised the air station commander regarding compliance with federal environmental laws and regulations such as the National Environmental Policy Act (NEPA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Resource Conservation and Recovery Act (RCRA), the Endangered Species Act (ESA), and state and local regulations.
• Provided legal counsel to the air station commander on fiscal matters such as gift acceptance, travel, conflicts of interest, obligation of funds, and the AntiDeficiency Act.

• Litigated approximately thirty criminal appeals for sailors and Marines before the Navy appeals court, the Court of Appeals for the Armed Forces, and the United States Supreme Court. Independently analyzed cases, identified issues, and filed motions, briefs and petitions for review.
• Briefed, argued, and won the capital case of United States v. Parker, NMCCA 9501500 (2012) in which the death penalty was overturned.
• Orally argued five cases before the Navy appeals court and the Court of Appeals for the Armed Forces.
• Supervised and developed the professional abilities of twelve attorneys representing convicted servicemembers with their appeals. Reviewed and edited all the division’s briefs before submission. Critiqued oral arguments prior to presentation.

• Prosecuted civilian crime that occurred on Camp Lejeune in federal district court. Handled over fifty cases in two years. Tried two cases in federal district court—an assault with a deadly weapon case in front of a jury and a juvenile larceny case before a judge.

Non-legal Military Experience
U.S. Marine Corps Air Support Control Officer
April 1999 to October 2006
• As a tactical air traffic controller, responsible for the procedural control of military aircraft and the deconfliction of aviation ordnance, artillery fire, and ground combat units.
• Certified as an Aviation Weapons and Tactics Instructor November 2002.
• Served as the Senior Air Director for 1st Marine Division during combat operations for Operation Iraqi Freedom. Responsible for ensuring aviation ordnance addressed appropriate targets and for all medical evacuations within the Division’s area of responsibility. Led a crew of approximately twenty Marines from south of the Iraqi border into Baghdad and back. Awarded the Navy and Marine Corps Achievement Medal for meritorious service during this deployment.
